The self-guided version of the coast route works: train to Ruifang, Pingxi line to Shifen, bus up to Jiufen. It costs a fraction of the tours and takes the whole day, and the last leg to Yehliu is the one that usually breaks the plan.

The quietest listing on this page goes south instead of east. Five hours from Taipei takes you into the Feitsui Reservoir catchment: Thousand Island Lake, the Bagua tea terraces planted in rows that read like trigram symbols from the ridge, then Pinglin. The Tea Museum sits in a Hokkien courtyard house, and a tea instructor walks you through brewing Wenshan Baozhong, the lightly oxidised oolong these hills are known for. Registration opens 5 to 90 days ahead, and the morning tour closes to anyone flying out before 3:00 pm, with the afternoon one shut to departures before 20:30. Routes cover Tamsui and the Danjiang Bridge in the morning, Dadaocheng, Liberty Square and Ximending in the afternoon, and Zhongli night market in the evening.
The city walking tour outfits, Like It Formosa and Tour Me Away, are a different thing. Their English routes are tip-based rather than free: you pay what you think it was worth at the end, and the going rate is NT$300 to NT$500. Both run daily and both are good. Neither leaves the city, so they replace a guided city tour, not a coast day trip.

Three to four days covers central Taipei with one full day out of the city. Day one for the old quarters and Longshan Temple, day two for Taipei 101 and Xinyi after dark, day three for the coast, and a fourth if you want Beitou's hot springs or the tea hills.
October to April is the comfortable half of the year. January highs sit near 19°C and rainfall drops to about 94 mm, against 34.8°C in July and more than 230 mm a month from May through September. The plum rain arrives in May and June as a week or more of grey drizzle, and typhoon season runs June to October, with the peak in August and September. A typhoon warning closes Yehliu Geopark outright, and the tours then reroute or refund. So the city itself does not need a tour. What it needs a tour for is the coast. Getting to Shifen, Jiufen and Yehliu by public transport means a train to Ruifang, the Pingxi branch line, a bus up the hill and a second bus that runs rarely, and the last connection of the day is the one that strands people. A guided day trip removes four transfers and puts a guide beside you at the geopark, where the interesting part is the geology rather than the photograph.
